The mark consists of a horizontal rectangle which serves as a game board with items of color arranged in three varying degrees of transparent layers. The top layer is the least transparent of the three layers and overlaps the second or middle layer. The middle layer overlaps the third or bottom layer and is less transparent than the bottom layer but more transparent than the top layer. The bottom layer is the most transparent of the three layers and provides the background color which is the middle portion of a waving USA flag. The upper left quarter of the mark has a background of blue with thirteen white stars which are either completely visible or partially visible due to the folds in the waving USA flag. The remaining three quarters of the mark's background color has four red stripes alternating with four white stripes.
